ver the last decade, nearly every state has enacted a series of efforts to make private health insurance more available and more affordable. These initiatives have focused on three problems in the health-care system. First, employers in the small-business community often cannot afford to provide health insurance to their employees. Second, the employees in these companies generally earn too little to purchase their own health-insurance policies.
